I added scorm package to the solution. Kindly confirm if this supports the instructor view

It depends on the package itself on the tool used to create it.

What tool are you using to create the content?

I've not come across that one before, is that the tool used to create it or the output format?

Have you got a link to the tool?

SCORM is a content generation tool. You can check on it from http://advanced-scorm-editor.smartcode.com/info.html

I have tested different scorm 2004 creating packages and have the same problem (instructor can not see the answers selected by the students). is there any solution for this problem.

It all depends on the capabilities of the package. A package does not have to support teacher review mode for it to conform to the SCORM standard. If the package supports teacher review mode, then SLK will show the answers.

Has anyone used an quiz creator that can publish using SCORM 2004 that allows teacher review mode? I have tried QuizCreator, QuizMaker, and CourseLab already with no success...I need the ability to grade short answers and essays.

Have you tried HOT POTATOES?

That works with SCORM and works with SLK too, I know this because I use it.

I also tried Wondershare quiz creator, that works also..

but hot potatoes is free!

I can't use Hot Potatoes since the quizzes would be hosted on their site and not through SharePoint directly. And QuizCreator does not store results through their SCORM package, only through their online site or via email. I need something that can save results automatically in a SharePoint list AND have the ability to grade open-ended questions.

I don't know if this is still relevant, but I found a way to extract the results from SLK to Sharepoint lists; http://fragged.nu/2012/06/custom-slk-reporting-on-sharepoint/
