Possible problem with deployment or provisioning?

I have successfully gotten through all of the prior steps, but when I get to the following step in section 3.2 of the Getting Started doc, I don’t actually have “E-learning Actions” as a context menu item for the sample ZIP file:

Assign the sample content:
1. On the Solitaire.zip context menu, click E-Learning Actions

There are 'two' context menus you can get off of the document link. One is the right-click context menu. The other is the SharePoint dropdown menu. Be sure you are looking in the dropdown menu off of the library document you uploaded.

If that doesn’t reveal the “E-Learning Actions” control, please verify that SLK was activated for your site:
-Sign into your site (same site that has the document library) as a site owner.
-Under Site Actions, choose Site Settings.
-Under Site Administration, choose Site features.
-Verify that Sharepoint Learning Kit status value is ‘Active’.

Sure enough, sounds like pilot error. I thought it was already set to Active. I installed SLK twice yesterday, so either it got deactivated, or else I only ever activated the 1st install and didn't do it for the 2nd. The second theory is more likely.
