Change the language of SLK 1.7

I have been assigned to change the language of SLK 1.7 to spanish. I started following the steps in the "Microsoft SLK Localization Guide.doc" file to create a new language pack, but they are not so clear and I do not understand some statemets. For example, some steps say:

1) Extract the files in the Localization Guide ZIP file. (Where is that ZIP file???, I have not found it..)

2) Copy the following assemblies from the SLK installation point to the “Release” folder... (What is the "Release" folder?. Where is it located?.)

I have the SLK source code, the .wsp slk solution and I stracted all the files that are inside that .wsp, but I cannot find that folder nor that ZIP file.

So, I want someone to explain me clear steps to accomplish that language change in my SLK enviroment... something like a guide of how to create and deploy the new language pack.

May someone help me with this please?.

Yes, it needs some documentation. I've rewritten most of the process, and it still needs some more work.
