We have been using Composica 3.2 as the content wysiwyg interface. Outputs are SCORM 1.2 or 2004 as well as exe files. A recent upgrade to Composica 4.0 has enabled the SCORM 2004 scoring and review functions to now operate in SLK.
We fully recommend this tool as a development environment. We have produced 14 courses of 35 - 90 pages including multiple tests in the period Nov 08 - end of Feb 09. This includes learning the SLK and Composica environments from scratch. Graded assignments
have rolling out since 27 Jan 09.
Have a review on http://www.composica.com/ It is not a free too but very reasonably packaged and very well featured.
Support in Australia is excellent via ecampus.com.au
